Kazakhstan plans to conduct customs calculations for customs duties with Russia and Belarus in Russian rubles. This regulation was presented for consideration by the Mazhilis by the head of the National Bank, Timur Suleimenov, as reported by the business information center Kapital.kz.
According to the chairman of the monetary regulator, the National Bank of Kazakhstan has developed a draft law "On the Ratification of the Protocol on Amendments to the Agreement on the Eurasian Economic Union dated May 29, 2014, regarding the transfer of amounts of import customs duties between the member states of the Eurasian Economic Union." The protocol was signed by the heads of state in November 2023.
"The protocol introduces changes to the Agreement on the Eurasian Economic Union regarding the establishment of a temporary mechanism for transferring customs duty calculations with the Russian Federation and the Republic of Belarus in Russian rubles for a period of two years. This decision was made due to the inability to conduct transactions in US dollars because of the imposed sanctions against the Russian Federation and the Republic of Belarus," said Timur Suleimenov.
He noted that the mechanism for distributing and crediting customs duty amounts to the budgets of the countries remains unchanged.
"The adopted mechanism has ensured the continuity of customs duty transfers to the budgets of the member states of the Eurasian Economic Union. Based on the above, we request approval of the proposed draft law of the Republic of Kazakhstan," the head of the National Bank addressed the deputies.
