The Ministry of Culture and Information has established new guidelines for government bodies to effectively communicate with the media regarding situations that violate living conditions in specific areas.
The document was published yesterday in the standard control database of regulatory legal acts of the Republic of Kazakhstan and will take effect on January 16 of this year.
The new regulations govern the actions of officials during emergencies. Two terms are clearly defined in them:
- “Official message” — information communicated through the media, provided by the information owner;
- “Violation of living conditions” — changes in the environment that may adversely affect individuals.
Now, officials and local executive bodies are required to provide a complete media report on the current situation within 3 hours of the incident.
The message text must be approved by the head of the relevant authority. It should include information about the incident and the measures being taken to mitigate its consequences.
Data will be communicated to the public through the official websites of government agencies, sending messages to journalists, and holding press briefings.
