In Ust-Kamenogorsk, Vice Minister of Finance Dauren Kenbeil and Deputy Akim of the East Kazakhstan Region Darkhan Sapanov discussed the forms of support for domestic producers through state procurement, as reported by a correspondent from the Kapital.kz business information center, citing data from the Ministry of Finance.
“A transparent and well-organized system of state procurement benefits all parties involved in the process: the public sector, businesses, and citizens, as it leads to increased competition and improved quality of services and goods. For instance, to enhance the qualifications of procurement participants, it is suggested to conduct procurements among suppliers with a corresponding reputation. Information about the supplier will be generated using various databases. This will enable a transition to an automatic selection of suppliers,” stated Vice Minister of Finance Dauren Kenbeil.
To support domestic producers, the Ministry of Finance has approved a separate list of goods, works, and services that will be procured exclusively from small and medium-sized enterprises.
Several innovations in the law aim to simplify the procurement procedure, allowing for expedited processes. To prevent instances of clients imposing excessive requirements, it is planned to maintain the current internal control measures. Meanwhile, the authority to annul procurement results by the authorized body will be eliminated.
After the event, Dauren Kenbeil visited two enterprises: the Ust-Kamenogorsk Plant of Industrial Valves and the sewing company “Rauan.”
The Ust-Kamenogorsk Plant of Industrial Valves (UZPA) specializes in the production of oilfield equipment and pipeline fittings for oil and gas pipelines, as well as for chemical and metallurgical enterprises, energy sector companies, and public utilities. The designed capacity of UZPA is 1,834 tons of finished products per year. The plant supplies equipment to the largest companies in Kazakhstan's hydrocarbon sector: JSC “Ozenmunaigas,” LLP “Kazgermunay,” JSC “Embamunaigas,” JSC “Mangistaumunaygas,” JSC “Kaztransoil,” JSC “SNPs-Aktobemunaigas,” JSC “Karazhanbasmunay,” JSC “Zhaikmunay,” LLP “North-West Pipeline Company MunayTas,” JSC “Intergas Central Asia,” and others.
Currently, LLP “PKP Rauan” is a company that specializes in sewing workwear and is the only producer of clothing for special needs children in Kazakhstan. Here, adaptive garments are designed and sewn to help children with cerebral palsy lead active lives, as all items are comfortable and cater to the needs of special children. The wholesale customer for workwear from PKP “Rauan” has become the Ust-Kamenogorsk Titanium-Magnesium Plant. A special collection of workwear has also been created here for one of the largest enterprises in Kazakhstan.
