The Federal Compulsory Medical Insurance Fund has started accepting applications for medical service volumes for the upcoming year.

The Federal Compulsory Medical Insurance Fund has started accepting applications for medical service volumes for the upcoming year.

Both public and private medical organizations included in the database of healthcare entities eligible to provide medical assistance within the framework of the Guaranteed Volume of Free Medical Care (GVFMC) and the Mandatory Social Health Insurance (MSHI) can participate in the allocation of medical service volumes.

Deputy Head of the Fund, Svetlana Ponomaryova, stated that after the application submission phase, the commission members review the submitted documents for compliance with the requirements for eligibility to allocate medical service volumes within 10 days. Following this, a compliance or non-compliance protocol for the healthcare entity is prepared. If any discrepancies are identified, clinics are given three working days to address them, after which the applications are reviewed again and the allocation of volumes is conducted by the commission.

For the year 2025, services worth 2.9 trillion tenge are planned to be purchased across two packages, of which more than 1.3 trillion tenge will be through MSHI.
Next year, the Fund for Social Medical Insurance (FSMI) will enter into long-term contracts with providers included in the database who have a continuous experience of providing specialized medical assistance in inpatient settings for five years. Providers must also possess accreditation certificates in healthcare of the highest or first categories and must not be involved in bankruptcy or liquidation procedures. Such entities will have an advantage in the allocation of medical service volumes.

The Ministry of Health has also made changes regarding the transition from the procedure for selecting healthcare entities to the procedure for allocating volumes based on the commission's decisions regarding types of assistance:

for the provision of services by blood centers;
for emergency medical assistance and air ambulance services;
for providing medical and social assistance to individuals infected with HIV;
for providing medical and social assistance to tuberculosis patients;
for providing medical and social assistance to individuals with mental disorders.

To determine the compliance of entities with the requirements, members of the regional commissions will now visit new entities and those who have submitted applications for new types of medical assistance. This will enable a quality selection of potential providers.
