The Chairman of the Agency, Darkhan Jazykbay, noted that the modernization of the public service, as outlined by President Kassym-Jomart Tokayev in his Address to the People of Kazakhstan, is being successfully implemented based on the principles of service orientation and human-centeredness.

In 2024, amendments were made to the law "On Public Service of the Republic of Kazakhstan" as part of seven legislative initiatives. A total of 26 regulatory legal acts were adopted aimed at improving the public administration system.

A key step in the reform process was the approval of the Concept for the Development of Public Service for 2024-2029 . It includes:

Based on this concept, a draft of a new law "On Public Service" has been developed, which encompasses not only labor relations but also a new format for interaction between society and the government apparatus. Among the innovations:

As part of the new law, about 70 subordinate legal acts will be developed to help adapt the public service system to modern requirements.

The Agency continues its efforts to eliminate unnecessary barriers for entering public service. In 2024, significant results were achieved:

The eQyzmet system has increased competition for vacancies—the number of candidates per position has grown by 1.5 times . In the future, it is planned to utilize KazLLM artificial intelligence for a more objective selection of personnel.

Following the President's directive, the Agency is actively implementing automated management systems for the personnel of government bodies. Within the framework of the Unified Personnel System , 2400 subordinate organizations from 37 government bodies, employing more than 500 thousand people , are already connected.

Furthermore, the Agency has introduced a digital rating for civil servants . This eQyzmet module allows for the automatic formation of a list of potential candidates with a high level of qualification for political positions and the "A" corps.

In 2024, as a result of monitoring activities, over 150 thousand violations in the provision of public services were identified. Of these, 37% were detected through remote monitoring , which helps to identify problems before citizens file complaints.

As a result:

Last year, based on the analysis and monitoring of the bureaucratization of the government apparatus, 260 initiatives were proposed to improve operations in the following areas:

Additionally, new mechanisms for inevitability of punishment for offenses in public service have been developed. Now civil servants cannot evade responsibility , even if they transfer to another government body.

The Agency continues to collaborate with international partners to enhance the qualifications of Kazakhstani civil servants. In 2024:

At the direction of the President, special attention is being given to improving the qualifications of rural and district akims . The Academy of Public Administration under the President of the Republic of Kazakhstan is developing new training approaches that incorporate best international practices.

Summarizing the results of 2024, Chairman Darkhan Jazykbay noted that the structural and territorial subdivisions of the Agency face important tasks related to increasing public trust in the government apparatus .

The main areas of focus for the upcoming period will be:

Implementing these tasks will enable Kazakhstan to create a modern, effective, and competitive public administration system that meets the challenges of the 21st century.
