The relevant decree was published today, January 8, 2025, by the press service of Akorda.
It is noteworthy that the French Development Agency (AFD) in Kazakhstan will have specific legal, tax, and financial conditions.
On October 23, 2024, Deputy Prime Minister and Minister of National Economy Nurlan Baibazarov clarified that the AFD group is entitled to provide funds in euros, US dollars, or other currencies, as well as any form of financial or technical assistance in accordance with its status, including consulting services, technical assistance, and training for public or private entities.
It possesses the legal capacity necessary to carry out its activities in Kazakhstan and can acquire and manage movable and immovable property, except for lands prohibited from being owned by foreign legal entities, and can also engage in legal proceedings.
The AFD group and its representation will not hold the status of a bank or any other financial institution, so local banking regulations will not apply to it.
