The first block of amendments has been developed with the aim of implementing a Unified Voluntary Accumulation System "Keleshek," which provides for an initial educational capital from the state, an annual state premium payout, and investment income, covering children from the age of five.
A one-time initial educational capital will be credited to children who turn 5 years old in 2025 and in subsequent years, in amounts specified by the Rules for Accumulation, Use, and Return of Initial Educational Capital, approved by the Ministry of Science and Higher Education.
Together with the existing State Educational Accumulation System, which includes an annual state premium of 5%, and 7% for children from socially vulnerable groups, the "Keleshek" system will allow for the accumulation of funds that can be directed towards obtaining technical and vocational, post-secondary, higher, and postgraduate education, as well as improving housing conditions.
The second block of amendments includes a package of measures to support the creative industry, which encompasses the establishment of creative industry centers in every regional center and major city, as well as assistance for participants regarding the commercialization of their products.
Additionally, a special legal entity will be established to assist in the development of the creative industry ("Fund for the Support of Creative Industries"). The Fund will focus on discovering and promoting talents, aiding in the commercialization of creative projects and services, and promoting them in global markets.
Alongside this, the authorized body (Ministry of Culture and Information) will be empowered to develop and approve rules for providing state support and incentives for the creative industry, while local executive bodies in the region, city of republican significance, and the capital will implement state policy in the field of creative industries.
