Kazakhstan plans to train one million IT specialists over the next five years.

The Prime Minister of Kazakhstan, Olzhas Bektenov, participated in the Digital Almaty 2025 forum, where he discussed the advancement of artificial intelligence in Kazakhstan and the training of specialists in this field, according to NR.KZ, referencing the government's Telegram channel.
Kazakhstan plans to train one million IT specialists over the next five years.

Bektenov emphasized the key factors for the development of artificial intelligence: human capital development, digital infrastructure, and institutional foundations. The implementation of digital technologies is expected to ensure an annual GDP growth of 2-3%, highlighting the critical role of AI in economic development.

"The global model of artificial intelligence is rapidly shifting from competition to cooperation. To achieve this, world leaders in the IT industry are coming together to collaboratively implement their research projects. On well-known platforms, enthusiasts openly share their developments, driven by the collective advancement of technology. We must leverage this experience for our own and joint projects.

The head of our state, Kassym-Jomart Tokayev, has initiated the creation of a competency ecosystem based at the International Center for Artificial Intelligence Alem.ai. This center will open in Astana later this year. It will bring together leading IT companies, research laboratories, startups, and educational programs for collaborative solution development," noted the head of government, emphasizing the need for partnership efforts within the EAEU to develop joint projects in the field of artificial intelligence.

It is noted that one of Kazakhstan's strategic priorities is the training of specialists in the field of artificial intelligence.

In the next five years, there are plans to train one million people, fully covering government employees.

Work is underway in this direction.

It has been reported that last year, in collaboration with renowned French educator Nicolas Sadirac, a school for artificial intelligence called Tomorrow School was opened in Kazakhstan. The educational process is based on innovative methods, including gamification and a peer-to-peer system, which eliminates the need for teachers. Kazakhstan has expressed its readiness to share experiences in implementing unconventional approaches to training qualified personnel.

Bektenov also highlighted the necessity of efficient distribution of computing resources amid the development of digital infrastructure.

The development of sovereign large language models (LLM) and multimodal systems will strengthen the security and adaptability of digital solutions, taking into account local characteristics, cultural aspects, and citizens' needs.

It is worth reminding that the President of Kazakhstan, Kassym-Jomart Tokayev, previously instructed to actively implement AI technologies into the "Electronic Government" system during his September 2024 address.

A few weeks ago, he held a meeting with experts in the field of artificial intelligence. Speaking to the participants of the event, the head of state noted that AI is one of the key driving forces of modern progress and has the potential to radically change the economy.

It has become known that an international advisory council on AI will be established in Kazakhstan under Tokayev's leadership.
