Strengthening Kazakhstan's identity, preventing interethnic tensions, and avoiding conflicts are key priorities of state policy.

In 2024, the Ministry of Culture and Information of the Republic of Kazakhstan implemented a comprehensive set of measures aimed at enhancing interethnic harmony, conflict prevention, developing ethnomediation, and executing state policy in the interethnic sphere.

One of the significant events was the telebridge dedicated to the Day of Gratitude , which took place on March 1. More than 1,000 people participated, and as part of the event, the national campaign “Қайырымдылық керуені” and the creative competition “Шаңырақ” were launched.

Another important event of the year was the XXXIII session of the Assembly of the People of Kazakhstan (APK) “Unity. Creation. Progress” , held on April 25 under the chairmanship of the President of the country. Following this, a half marathon “Run of Unity” was organized on April 28, uniting 15,000 participants across 15 regions of the country.

In 2024, a new public structure was established within the APK – “Zhomart Zhan” centers , which implemented a number of volunteer and charitable initiatives, such as “Жүректен жүрекке” and “Мектепке жол”. Overall, last year, APK members provided assistance to those in need amounting to 1.3 billion tenge.

The activities of the “Zhomart Zhan” centers encompass four main areas:

Additionally, the APK structures implemented 13 special public projects aimed at addressing pressing issues in the interethnic sphere. Ten public structures of the APK are actively working (Elders’ Council, Mothers’ Council, Youth Assembly, Journalists’ Club, NES, “Zhomart Zhan” centers, Ethnomediation Council, Association of Creative Collectives, Young Scientists Club at NES, Student APK). The interaction of the APK covers more than 1,000 ethno-cultural associations.

35 houses of friendship across the country serve as modern community centers for over 1,000 ethno-cultural associations. In 2024, 2,757 events were held in the houses of friendship, reaching approximately 300,000 people .

In total, over 15,100 socially significant events were organized with the participation of APK structures in 2024, engaging around 700,000 people.

At the same time, four universities in the country introduced a special course “Ethnopolitical Literacy” for journalism students.

Furthermore, one of the important areas of work in the interethnic sphere is the development of ethnomediation as an effective mechanism for conflict prevention. In 2024, 233 professional ethnomediators underwent training at the national, regional, and local levels, and 30 seminars and training sessions were conducted, training 1,207 individuals .

Two sociological studies were organized to objectively assess the state of interethnic relations, and 10 monitoring visits were conducted in the regions, resulting in recommendations for government agencies.

According to the analysis, 97.3% of citizens assess the interethnic situation in the country as stable and favorable.

80 regional information and explanatory groups on interethnic issues conducted over 3,000 events in the format of conferences, meetings, seminars, discussions, round tables, etc., reaching more than 160,000 people.

The Ministry has established a permanent interagency working group to discuss issues of anti-discrimination legislation and the implementation of the International Convention on the Elimination of All Forms of Racial Discrimination. Recommendations for improving legislation in this area have been prepared as a result of this work.

At the same time, in 2025 , systematic work will continue to strengthen public consensus and interethnic interaction in Kazakhstan. An important event will be the holding of the anniversary XXXIV session of the APK under the chairmanship of the President of the Republic of Kazakhstan K. Tokayev, which will be a key event for determining priority areas in the development of national unity.

In preparation for the 30th anniversary of the APK , a special plan of events has been developed and approved, including over 400 major events. An anthology and a jubilee medal of the APK have also been organized.

This year, special attention will be given to information and explanatory work, enhancing the effectiveness of state agencies and public structures in integrating ethnic groups into Kazakhstani society, and strengthening the role of civil society in ensuring interethnic stability.

For the professional development of specialists in this field, training for over 200 journalists will take place within the Journalists’ Club of the APK, as well as advanced training for more than 1,000 professional negotiators in the field of interethnic relations.

A significant focus for 2025 will be on developing sectoral personnel. Plans include increasing the number of trained specialists in the fields of “Ethnopolitics” and “Ethnojournalism”.

Additionally, efforts will be intensified to promote the state language as the language of interethnic communication through APK projects, Houses of Friendship, linguistic cabinets, and other specialized structures.

The tasks set will provide for public consensus and national unity in the Republic of Kazakhstan based on Kazakhstani patriotism, civil, and spiritual-cultural community of the people of Kazakhstan.
