Strict regulations are being introduced for conducting excavations and restoration work aimed at preserving cultural assets.

To maintain the historical character of the city, haphazard construction is prohibited: height and style restrictions will be imposed in the protection zone, and the overall urban ensemble will be standardized through a design code.

Measures are also planned to support traditional crafts and establish an archaeological reserve.

Infrastructure development will prioritize comfort for all residents, taking into account individuals with disabilities.

The authorities of Turkestan will receive expanded powers.

Special attention is given to regulating the movement of transit traffic, reducing the burden on the historical center, and supporting artisans of traditional crafts.
