The head of the city's financial department, Kanat Sukhambekov, announced at an extraordinary session of the maslikhat that the akim of Almaty, Yerbolat Dosaev, has instructed to continue funding the preferential youth mortgage program "Almaty Zhastary."
To finance this program, an additional 1.4 billion tenge will be allocated from the budget, which will allow for the provision of an additional 80 mortgage loans for young citizens working in social, law enforcement, communal, and other sectors.
The main conditions of the program are:
Participants' age – up to 35 years.
Loan interest rate – 5%.
Repayment period – up to 25 years.
Down payment – 10% of the housing cost.
The implementation of the "Almaty Zhastary" program occurs in several stages:
Application submission. Young specialists submit documents for participation through an electronic portal or in person at designated points within city institutions.
Verification and selection. Submitted applications are checked for compliance with the program's conditions, including age, work experience, area of employment, and income.
Participant ranking. The order is determined based on a points system. For example, additional points are awarded for work experience, having children, or awards.
Contract signing. Program participants sign a contract with Otbasy Bank, which is involved in the program.
Housing selection. Participants independently choose suitable housing within the approved loan amount.
To improve the housing conditions of 2,510 employees of internal affairs agencies, an additional 2.5 billion tenge is planned to be allocated from the local budget. Additionally, 585 million tenge will be directed to district akimats to provide social support to citizens at home, as well as to support individuals with special needs.
