According to the press service of the government on its Telegram channel, Transport Minister Marat Karabaev reported on the pace of land acquisition and the issuance of licenses for quarries.
The head of the government emphasized that to prevent delays in project construction and rising costs, it is essential to carry out preparatory work in advance.
The akimats have been instructed to ensure the reservation of land for future projects, declare a moratorium on the issuance of these lands, and change their designated purpose.
The Ministry of Industry, in collaboration with the akimats, has been tasked with preparing the documentation for quarries involved in road construction projects, while the Ministry of Transport is to explore legislative regulation for the expedited purchase of land for state needs related to road construction.
Recall that in his address to the nation in September of last year, Kassym-Jomart Tokayev proposed launching a digital platform through which the public will monitor the repair and construction of roads. At that time, it was also instructed to strengthen control over road repairs in the country.
In September 2023, in his latest address to the nation, Tokayev referred to the issue of roads in Kazakhstan as a "hereditary disease" and ordered the punishment of contracting companies.
Furthermore, we have previously reported that the quality of roads remains unsatisfactory despite billion-tenge investments. Plans to combat this include the use of digital tenge - we discussed that here.
Earlier, the Anti-Corruption Service of the Republic of Kazakhstan stated that over the past 5 years, more than 6 trillion tenge has been spent on the road sector, but its condition raises concerns.
Additionally, in July of last year, the Anti-Corruption Service reported on violations amounting to 4.8 billion tenge in the road sector. It was noted that over the past 3.5 years, the Anti-Corruption Service registered 64 corruption offenses, implicating 70 individuals, with 38 convicted.
