Prime Minister Olzhas Bektenov has instructed to pay special attention to providing legal assistance to the population, reports a correspondent from the Kapital.kz business information center.

“To achieve this, the development of simplified production through the judicial executor robot continues. Since its launch in August of last year, over 125,000 documents have been processed by the robot. The savings for citizens during these procedures have exceeded 600 million tenge. Therefore, the main focus should be on expanding the robot's capabilities and digitalization as a whole,” he noted.

According to the Prime Minister, the notary sector also needs development.

“Issues of law enforcement and the increase in appeals and complaints indicate the need for systemic measures in this area. In this regard, the Ministry of Justice must ensure the implementation of the proposed approaches, including through amendments to legislation. This includes the establishment of a personal account in the 'E-Notariat' system, performing enforcement notations only at the debtor's registered location, and their automatic distribution among notaries,” explained Olzhas Bektenov.

He stated that it is necessary to continue working on improving the quality and planning of legislative activities. This should be carried out by state bodies on a permanent basis by enhancing forecasting and analytical work.

“At the extended government meeting, the head of state emphasized the need to build a comprehensive digitalization system across all sectors. This work is being carried out everywhere. The development and digitalization of justice agencies are critical processes aimed at protecting the legitimate interests of the state, citizens, and businesses. The development of artificial intelligence becomes a fundamental factor in this process. It is one of the main methods of debureaucratization,” highlighted the Prime Minister.

In this regard, it is essential to utilize the full potential of digital technologies to enhance the speed, accessibility, and quality of services provided.

“The Ministry of Justice needs to ensure strict monitoring, coordination, and control over legislative activities. The proposed approaches to digitalization and debureaucratization should be applied in the work of other state bodies. This process should also actively involve professional communities, IT companies, and experts,” noted Olzhas Bektenov.

He mentioned that the use of simplified production in cases increases the efficiency of executing judicial acts. This system successfully handles cases related to fine payments and tax debt collection in an automated manner.

“Now the Ministry of Justice needs to expand the list of enforcement documents that can also be executed in a simplified manner. Secondly, there are questions regarding the qualifications, citizenship, and establishment of unified standards for the activities of legal consultants. I instruct to expedite the review of the existing regulatory policy in this area,” he clarified.

Agreed proposals for improving legislation should be developed and submitted to the government by the end of the first half of the year.

“Thirdly, it is necessary to enhance approaches to legal education and expand the use of digital technologies in the legal field. Every citizen should have access to necessary legal information in the most understandable format possible. We must continue to develop and modernize the information systems 'Adilet', the Reference Control Bank, E-ZanKomegi, and eOtinish,” instructed the Prime Minister.

Almost 2,000 lawyers and legal consultants are already registered in E-ZanKomegi. This system offers video consultations, providing citizens with round-the-clock legal support.

“It is necessary to accelerate the implementation of a chatbot to automate the consultation process. Overall, the Ministry of Justice, together with the interested state bodies, needs to continue working to improve activities, including through digitalization and the introduction of artificial intelligence elements, and to attract experienced specialists in the IT sector, debureaucratization, and reengineering of business processes,” summarized Olzhas Bektenov.

Earlier, Justice Minister Erlan Sarsembayev stated that Kazakhstan will continue to develop simplified production through the judicial executor robot, planning to increase the amount of fines from 20 to 40 MRP this year, which will enhance citizens' savings. Additionally, free legal assistance for Kazakhstani citizens will be transitioned to a chatbot.
