Starting in 2025, Kazakhstan plans to ban the export of gasoline and diesel outside the EAEU.

The Ministry of Energy has prepared a draft titled "On Certain Issues Regarding the Export of Oil Products from the Territory of the Republic of Kazakhstan," which, among other things, includes a ban on the export of various types of fuel (light distillates, aviation kerosene, diesel fuel, gas oils, toluene, xylene, and petroleum bitumen) from Kazakhstan and the EAEU countries.

Exceptions include:

  • the export of oil products in the fuel tanks designed for vehicles;
  • the export of aviation fuel for conducting research related to the selection of additives, as well as for qualification and laboratory testing of samples;
  • certain types of oil products exported as part of humanitarian aid as decided by the government of the Republic of Kazakhstan.

The ban on the export of oil products outside the EAEU aims to:

  • utilize idle capacities of Kazakhstani oil refineries by processing semi-finished products, which will help reduce the deficit of fuel and lubricants in the country;
  • meet the conditions for duty-free supplies and prevent the re-export of imported oil products.

The draft document is available on the "Open NPA" portal for discussion until December 10, 2024.
