According to Akorda, President Kassym-Jomart Tokayev was briefed on the results of the Agency for Civil Service Affairs for the year 2024, as well as plans for the upcoming period.
Darkhan Jazykbai presented information about the automation and digitization of personnel processes, and the outcomes of scaling the integrated information system eQyzmet, which allows for the creation of a database of potential candidates in accordance with the qualification requirements for specialties and functional areas.
The president was also informed about the implementation of the digital functionality "Personnel Selection," which enables the formation of candidate rankings for leadership positions based on electronic personal files. The selection of candidates is carried out using a digital rating that takes into account their personal and professional development.
The president was updated on the results of his directive regarding the automation of personnel activities in organizations funded by the state budget. The head of the Agency reported that 19 subordinate organizations from 8 government bodies are connected to the "Unified Personnel Service" information system. This year, it is planned to connect approximately 2,400 subordinate organizations from 47 government bodies, employing about 500,000 individuals.
Kassym-Jomart Tokayev also listened to a report on measures to attract qualified specialists and talented youth to public service, as well as the debureaucratization of the government apparatus. Special attention during the meeting was given to the results of digital monitoring of the rights of service recipients, the organization of sharing best practices in human resource management, and internships for civil servants abroad.
Following the meeting, Tokayev issued a series of directives concerning the work on a new law project "On Public Service" and the implementation of the Concept for the Development of Public Service for 2024-2029. The importance of further integrating modern HR tools into the public service system to enhance the effectiveness of the government apparatus was also emphasized.
It is worth noting that in August of last year, it was reported that the actual number of civil servants is about 83,000 individuals.
Prior to this, the Ministry of Finance stated that the state budget spends 1 trillion 32 thousand tenge annually on salaries for citizens working in public service.
