The head of state heard a report on the ongoing efforts and plans for the development of the social and labor sphere in Kazakhstan.
The President was presented with new approaches to providing targeted social assistance. These measures aim to enhance the specificity and responsiveness of social support.
Svetlana Jakupova reported that from January 1, 2025, licensing with per capita funding for Centers providing special social services will be introduced. Professional standards and training modules have been developed for this purpose. As part of the Inclusive Policy Concept, a transition to a social and legal protection model for disability will be implemented by 2030.
The President was informed about measures to support employment. According to the minister, over 804,000 people were employed in 2024, including more than 200,000 young individuals. Nearly 9,000 citizens, including persons with disabilities and parents of children with special needs, received grants to implement their business ideas.
The head of state was briefed on the Innovation Project Navigator, designed to enhance the effectiveness of state investments and quality planning. The system analyzes and forecasts the demand for personnel, as well as ensures coordination, quality control, and monitoring of project effectiveness. Currently, 755 investment projects worth a total of 33 trillion tenge are being tracked through the platform. The implementation of these projects is expected to create up to 150,000 jobs. The Navigator will also help eliminate unscrupulous suppliers lacking the necessary labor resources.
The minister also discussed the work of the Digital Map of Labor Risks, which helps prevent labor conflicts.
Kassym-Jomart Tokayev issued several directives aimed at improving social policy and enhancing the effectiveness of measures in the social and labor sphere.
