The summit was attended by President of Belarus Alexander Lukashenko, President of Kyrgyzstan Sadyr Japarov, President of Russia Vladimir Putin, and President of Tajikistan Emomali Rahmon. The session also saw participation from the Secretary General of the Commonwealth of Independent States Sergey Lebedev and the Secretary General of the Shanghai Cooperation Organization Zhang Min.
Opening the session, the Head of our state expressed gratitude to those present for their participation in the event.
He reported that the presidents exchanged views on pressing issues of international and regional security during a closed-door meeting, as well as discussed the main outcomes of the Collective Security Treaty Organization’s activities for the current year under Kazakhstan's chairmanship.
As noted by Kasym-Zhomart Tokayev, around 60 events have been held under Kazakhstan's chairmanship in the CSTO focusing on statutory areas of cooperation. Collaborative efforts have been made with partners to promote agreed approaches on the international stage.
The Head of State emphasized that special attention has been given throughout the year to addressing relevant challenges and threats.
According to him, the priorities of Kazakhstan's chairmanship in the CSTO are being systematically and progressively implemented. With the support of partners, active efforts will continue to further advance these priorities within the CSTO framework.
Kasym-Zhomart Tokayev expressed his gratitude to the Secretary General, the Permanent Council, and the working bodies of the CSTO for their significant contributions.
During the expanded session of the Collective Security Council of the CSTO, President of Kyrgyzstan Sadyr Japarov and Secretary General of the CSTO Imangali Tasmagambetov addressed the assembly.
In conclusion, the Head of our state congratulated Sadyr Japarov on the decision to transfer the chairmanship of the CSTO to the Kyrgyz Republic starting January 1, 2025, and wished the Kyrgyz side success in this important mission.
Following the meeting, the heads of state adopted a Declaration of the Collective Security Council and signed a number of documents. A Targeted Intergovernmental Program of the CSTO for strengthening the Tajik-Afghan border was approved.
The presidents also issued a Statement in connection with the 80th anniversary of Victory in the Great Patriotic War of 1941-1945 and confirmed an Action Plan to commemorate this date in 2025.
The documents adopted in Astana are aimed at further comprehensive development of the Organization and the collective security system in the interests of all its members.
