The Ministry of Education has announced that as of the beginning of 2024, 58 schools across the country have been operating without a license for educational activities, according to Bizmedia.kz.

Information about schools operating without a license became known following inspections of educational organizations.

The press service of the Ministry of Education reported that court rulings have been issued against schools conducting unlicensed activities, imposing fines under Article 463 of the Code of Administrative Offenses of the Republic of Kazakhstan. Most of these schools are located in Astana and Almaty, as well as in Atyrau, Almaty, West Kazakhstan, Turkestan, Mangistau, and Zhambyl regions.

According to the ministry's data, currently, 17 out of 58 schools have complied with the requirements for educational activities.

The head of the Committee for Quality Assurance in Education, Ernur Daulenov, emphasizes that all schools must obtain permission before commencing educational activities, in accordance with the Law of the Republic of Kazakhstan "On Education." The absence of a license indicates that the school has not undergone an inspection to meet the requirements or has not submitted documents for obtaining permission.

Daulenov also added that the right to engage in educational activities arises for educational organizations only upon obtaining a license. If a school fails to obtain a license within six months of state registration, it is subject to closure through court proceedings.

Requirements for obtaining a license include having the necessary material and technical base, qualified teaching staff, compliance with sanitary-epidemiological and fire safety standards, and the organization of medical services for students.

The ministry's press service confirmed that non-compliance with these requirements serves as grounds for administrative penalties and, in the case of repeated violations, for the suspension of the educational institution's activities.

Schools are under the jurisdiction of local executive bodies; therefore, official letters have been sent by the territorial departments to regional akimats and heads of education departments, demanding measures to rectify the violations.
