Kazakhstan is proposing new excise tax rates on gasoline and diesel fuel.

The Ministry of Economic Development has drafted amendments to the Government's Resolution concerning excise rates on gasoline (excluding aviation fuel), diesel fuel, gasohol, benzene, naphtha, mixtures of light hydrocarbons, and eco-fuel.

The document proposes the introduction of an additional excise tax on gasoline and diesel fuel. This will enable the allocation of 80% of the additional marginal profits of fuel producers and sellers to the budget after the removal of state price regulation on petroleum products.

The ministry explains that this new measure will facilitate the redistribution of a significant portion of the additional revenue from fuel sales into the budget. The extra excise tax will only be applied if prices rise compared to the current level.

The draft has been published on the "Open NPA" portal for public discussion until February 18, 2025.
