Starting from January 1, 2025, Kazakhstan will implement licensing for special social services (SSS) in the field of social protection, as reported by the business information center Kapital.kz, citing the press service of the Ministry of Labor and Social Protection of the Population.
According to the Ministry of Labor, licensing will create conditions for improving the quality of these services and reducing the number of violations in this area.
The introduction of licensing is a step in modernizing the system for providing special social services and aims to:
- enhance the quality of services provided;
- ensure the safety and protection of the rights of service recipients;
- establish unified standards for organizations providing SSS.
Organizations of all forms of ownership that provide special social services will be subject to licensing.
Some of the main conditions for obtaining a license include:
- having a building suitable for providing SSS, compliant with sanitary standards and fire safety regulations;
- having the necessary material and technical base and staff;
- ensuring accessibility of the building for persons with reduced mobility, among others.
Since October 2024, the territorial departments of the Committee for Regulation and Control in the field of social protection of the Ministry of Labor and Social Protection of the RK have been conducting a pre-licensing analysis, working together with local executive bodies and NGOs on issues related to the preparation for the licensing of all organizations providing SSS.
Applications for obtaining a license are submitted through the social services portal (aleumet.egov.kz).
