Kazakhstan is implementing a digital rating system for public servants.

Today, the Chairman of the Agency for Civil Service Affairs, Darkhan Jazykbay, reported this during the agency's year-end meeting.

As noted by Darkhan Jazykbay, in accordance with the instructions of the Head of State to ensure the Agency's collaboration with the Government for the automation of personnel activities in organizations funded by the state budget, 19 subordinate organizations from 8 state bodies have already been successfully connected to the Unified Personnel Information System.

Since January 1 of this year, work has been underway to connect approximately 2400 subordinate organizations from 37 state agencies, which employ more than 500,000 people.

Currently, initial meetings and the first stage of training are being conducted with 663 organizations that are set to be included in the unified personnel system, with the second stage of widespread system implementation planned for completion by the end of the year.

Darkhan Jazykbay also specifically addressed the implementation of the Digital Rating Module of the Agency for Civil Service Affairs based on the eQyzmet information system. This module allows the creation of a list of potential candidates with high experience and qualifications for political positions and positions within the "A" corps based on data from electronic personal files.

Currently, a database of personal files for the heads of organizations subordinate to central state bodies is being formed, which will enable the attraction of necessary specialists from the quasi-state and private sectors for management positions.

To ensure compliance with the restrictions set by current legislation, the Agency is gathering the necessary analytical and information data based on this module.

Overall, in the past year, the functionality of the eQyzmet information system has been significantly expanded, its mobile application has been launched, various integrations with different systems have been carried out, and services for obtaining information from various databases have been improved. Additionally, the creation of a new architecture for the Unified Personnel System is planned, where digital solutions from the state platform QazTech will be applied, with further integration into the eQyzmet system using a microservices architecture.

The implementation of online selection also demonstrates high efficiency. Currently, selection and recruitment for civil service in the eQyzmet system have been successfully implemented in 68 state bodies, with implementation in the remaining 26 state bodies expected to be completed this year. Thanks to the provision of transparency and fairness in competitions compared to traditional selection, the number of candidates per vacancy has increased on average by one and a half times.

In the future stages of selection, it is planned to utilize the capabilities of artificial intelligence based on KazLLM.
