According to Kozhaev, the fine for warming up a vehicle for more than five minutes is not a new measure — this rule has been in place for a long time and is aimed at ensuring compliance with environmental standards.
“This is necessary to adhere to existing environmental norms. Air quality, especially in large cities, is heavily polluted,” he noted.
The senator emphasized that to hold drivers accountable under this regulation, indisputable evidence is required.
“We are talking about video recordings, time stamps, and other forms of evidence. If they exist, offenders will be subject to administrative penalties. Similar rules are also in effect in developed countries,” he added.
The fine for this violation is 5 MRP (19,660 tenge in 2025), and for a repeated offense, it amounts to 10 MRP (39,320 tenge in 2025).
