The standard rules for the activities of organizations providing supplementary education for children have been supplemented with a chapter establishing the operational procedures for children's specialized camps. It clarifies that a children's specialized camp is an organization of supplementary education that creates favorable conditions for the comprehensive physical, psychological, and moral development of the child's personality.
The specialized directions of the camps include sports, defense sports, military-patriotic, health and fitness, language, linguistic, debate, public speaking, national-cultural, ethnic, theatrical, acting, labor, technical, robotics, STEM, artificial intelligence, IT, tourism, archaeology, ecology, local history, leadership development, literary, artistic-aesthetic, or volunteer directions, as well as a direction of choice or a multipurpose direction.
The main types of children's specialized camps are:
Day camps are organized during summer, autumn, winter, and spring breaks. These camps are established based on general education schools. The duration of children's stay in the camp ranges from 5 to 15 days. Day camps may be organized with or without meals and may include daytime rest or not;
Tent and yurt camps are facilities where children's recreation is organized using tents (yurts) for accommodation and services, taking place in natural environments during vacation periods.
The purpose of the camps is to ensure children's rights in the areas of health protection, recreation, education, personal development, and professional self-determination.
The following tasks are implemented in the camps:
creating psychologically comfortable conditions for children;
ensuring necessary conditions for health strengthening, creative work of children, and realizing their abilities;
organizing their reasonable recreation and meaningful leisure;
forming civic awareness, general culture, and healthy lifestyle skills;
expanding and deepening knowledge and skills in scientific, technical, artistic creativity, sports, ecology, tourism, local history, national values, and other types of cognitive activities;
practical application of skills in socially useful activities.
The camp independently develops its activity program considering the requests of children, family needs, other organizations, the specifics of the region's socio-economic development, and national-cultural traditions.
The Rules state that the educational programs in the camp are components of educational programs aimed at fostering patriotism, citizenship, high morality and ethics, healthy lifestyle skills, respectful attitudes towards the environment and people, as well as the development of diverse interests and abilities of students and campers.
At the same time, the camp does not permit the promotion of racial, national, religious, or social intolerance and exclusivity, nor the dissemination of militaristic and other ideas that contradict universally recognized principles of international law and humanism.
Based on the age and psychological characteristics of children, groups, squads, and specialized associations are formed in the camp, with a capacity of 10 to 30 people. The activities of groups and squads are determined by the camp leader, taking into account the educational programs.
Children of the same age and of different ages in the camp are grouped by interests into studios, ensembles, groups, clubs, or theaters. Group formation is based on the voluntary choice of the children themselves. Activities in groups are conducted according to programs of a single thematic focus or integrated comprehensive programs.
The camp operates during vacation periods and provides physical education, military-patriotic, ethnocultural, tourism and local history activities, environmental protection and ecological work, as well as recreation and entertainment for children.
Participants in the educational process at the camp include children, medical staff, educators, students from technical and vocational education organizations, higher education institutions, and parents of students (other legal representatives of minors).
The general procedure for admitting children to the camp is defined by the camp's charter (regulations). Admission of children is carried out regardless of the place, district of residence, and social status of the students.
Relations between the camp and legal representatives are regulated by a contract that is concluded upon the enrollment of children in the camp.
The order comes into effect on January 1, 2025.
