The Supreme Audit Chamber (SAC), following its review of the efficiency of management in the heating supply sector, has decided to amend the tariff formation rules to prevent hidden subsidies for natural monopolies, as reported by Bizmedia.kz.

The State Audit Office has identified a significant disparity in tariffs among different consumer groups. The Ministry of National Economy has been tasked with amending the Tariff Formation Rules to gradually reduce the differences in tariffs across various consumer categories. This initiative aims to eliminate the hidden subsidization of natural monopoly entities.

As a result, a corresponding order was issued by the Deputy Prime Minister – Minister of National Economy, which introduced changes and additions to the specified Rules.

Moreover, a differentiation in tariffs for heat supply services has been implemented based on the presence or absence of metering devices (either communal or individual).

“An important task remains the formation of a culture of resource conservation.
