The resolution has been published on the "Әділет" IPS portal.
According to the document, Russia and Kazakhstan are assigning the numbering zone codes of the 7th zone of the global numbering system (this is the telephone code +7) to themselves.
The numbering resources from the common reserve are allocated to each party through separate agreements between them.
The authorized bodies for implementing the agreement, as stated in the document, are:
The resolution specifies that the codes from 000 to 099, from 600 to 699, and from 700 to 799 will be exclusively assigned to Kazakhstan.
Exclusively for Russia, according to the document, the following ranges of codes will be assigned: 200 – 299, 300 – 399, 400 – 499, 500 – 599, 810 – 818, 820 – 821, 831, 833 – 836, 840 – 848, 850 – 851, 855 – 857, 860 – 863, 865 – 867, 869, 871 – 873, 877 – 880, 900 – 999.
The following ranges of codes will be assigned for joint use: 100 – 199, 800 – 809, and 881 – 899.

In September 2021, the Ministry of Digital Development, Innovations and Aerospace Industry reported the possibility of Kazakhstan transitioning to its own national international telephone code. It became known that instead of the telephone code +7, which is also assigned to Russia, our country reserved +997 with the Bureau of Standardization of Telecommunications of the International Telecommunication Union.
Later, the Ministry announced that if Kazakhstan switches to a new international telephone code, citizens will have to rewrite all their numbers in their phone books and re-register in services linked to their phone numbers.
In October 2021, Deputy Minister of Digital Development, Innovations and Aerospace Industry Aschat Orazbek stated that the initiative to change the telephone code to +997 was his.
According to the deputy minister, reserving a new code for our country is "not someone's whim, but an urgent necessity," since the agreement to provide the code to Kazakhstan was prepared by Russia, and in case of any disagreements, the contract can be terminated within six months.
In March, then-head of the Ministry of Digital Development, Bagdat Musin, stated that during his visit to the USA, he proposed to the International Telecommunication Union (ITU) to assign Kazakhstan the code +77.
However, in November of last year, the Ministry of Digital Development clarified that during discussions with communication operators regarding the transition to a new code, it was noted that the transition to a new code is feasible but entails a number of financial and technological challenges. Therefore, experts renegotiated with the International Telecommunication Union and decided to keep the code +7 unchanged.
In June, the new Minister of Digital Development, Innovations and Aerospace Industry, Zhaslan Madiyev, shared his opinion on changing the numbers.
"Consultations were held with communication operators, and there was a general consensus that, considering the financial, economic, and technical feasibility, it was best to remain on +7," Madiyev explained.
