The Mazhilis has approved amendments to the Law "On Mail" in the first reading. One of the key innovations is the allowance for third parties to pick up parcels from "Kazpost," reports the correspondent of the business information center Kapial.kz.
"Thanks to the implementation of digital technologies, it will now be possible to transfer the right to receive mail to third parties with the appropriate PIN code or QR code. This will significantly simplify the delivery of goods from marketplaces both to post offices and to homes," said deputy Ekaterina Smyshlyaeva during the plenary session of the Mazhilis.
She added that the draft law also outlines the procedure for placing parcel lockers in apartment buildings:
"This is necessary to create convenient points for receiving parcels in condominium properties. Furthermore, the bill eliminates outdated and unnecessary postal services, such as sending postcards and small parcels. The storage period for unclaimed correspondence is reduced, and old regulations regarding postal infrastructure are abolished. This also aids in developing the postal market and clarifying the regulator's powers."
It is worth noting that in the first nine months of 2024, "Kazpost" delivered 25 million items of printed correspondence. However, considering digitalization, the company's client base has undergone changes.
